On January 14, the Mianyang delegation of the Second Session of the 13th National People’s Congress of the People’s Republic of China gathered in the meeting room. Although it was freezing cold outside, the atmosphere was fairly warm inside. It was even more exciting that Mianyang, or elements focusing on Mianyang or closely related with Mianyang, were frequently mentioned in the provincial government’s work report. It fully embodies the provincial government’s high regard for Mianyang, which has brought benefits to Mianyang’s development and boosted the confidence for Mianyang’s development.
@Accelerating the construction of Chengdu-Deyang-Mianyang National Science and Technology Achievements Transfer and Transformation Demonstration Zone as well as the development of China (Mianyang) Science and Technology City
The report pointed out that more efforts should be doubled to accelerate constructing Sichuan province into a leading province in terms of national innovation-driven development. To that end, we should strengthen basic research and basic applied research, implement major science and technology projects and make breakthroughs in key technologies; we should also promote major scientific and technological achievements transformation demonstration projects, and cultivate 100 innovative products which can drive the development of other industries. We should accelerate the construction of Chengdu National Independent Innovation Demonstration Zone, Chengdu-Deyang-Mianyang National Science and Technology Achievement Transfer and Transformation Demonstration Zone as well as the development of China (Mianyang) Science and Technology City.
@Promoting the development of the military-civil integration
The report pointed out that we should promote the innovation and development of the military-civil integration. We will do a good job in trials and demonstrations of national intellectual property rights military-civil integration and create a national demonstration zone for the innovation and development of the military-civil integration. By focusing on such advantageous fields as nuclear energy equipment and nuclear technology applications, aviation complete machines, aerospace and satellite applications, we will cultivate ten military-civil integration industrial clusters and promote the implementation of major projects and military-civil integration projects.
@Vigorously developing the Chengdu Economic Circle
The report pointed out that we should promote the coordinated development of the five districts. We should vigorously develop the Chengdu Economic Circle, promote the integrated development of the economic zone of southern Sichuan, promote the revitalization of the economic zone of northeast Sichuan, the transformation of the economic zone of Panzhihua and Xichang, and the green development of the ecological demonstration zone of northwestern Sichuan.
@Accelerating the construction of Mianyang-Jiuzhaigou Expressway
The report pointed out that we should build a large open channel. We should accelerate the construction of expressways linking Sichuan province, such as Maerkang-Jiuzhi Expressway, Ziyang-Tongnan Expressway, Guang’an-Zhenba Expressway, Yibin-Weixin Expressway, Mianyang-Jiuzhaigou Expressway, Yibin-Panzhihua Expressway, to name but a few.

In the past year, with the strong leadership of the Party Central Committee, the State Council and the provincial government, the municipal party committee led the people of all ethnic groups in Mianyang to have fully implemented the central government’s policies and the decisions and arrangements made by the provincial party committee and the provincial government. It has always been dedicated to making contributions to the overall development of Sichuan province. It has also adhered to the development as the key to the prosperity of Mianyang, persisted the general tone of seeking progress while maintaining stability, and earnestly practice the new development concept. In accordance with the requirements of high-quality development, we should coordinate and stabilize growth, promote reform, adjust structures, benefit the people and prevent risks. Mianyang’s economic development has shown a good momentum by seeking progress and turning up while maintaining stability.
We have made numerous exciting achievements and we are standing at a higher, newer and more solid starting point. The delegates said that they will combine the spirit of the report with the realities of Mianyang, focus on the overall situation of Mianyang, fulfill their own duties and effectively play the exemplary role. They will also contribute to the prosperity of Sichuan province, a well-off society in an all-around way and the provincial economic sub-center, so as to celebrate the 70th anniversary since the founding of New China with outstanding achievements.
